COVID Protection Framework

Here are the details of the COVID Protection Framework, also known as the traffic light system.

The Government has announced the next stage of the COVID-19 response plan to provide a pathway out of lockdown and give vaccinated New Zealanders more freedom.

LEVELRISK ASSESSMENTMEASURE
PrepareCOVID-19 is contained in New Zealand:
  • Could be sporadic imported cases
  • Could be isolated local transmission
  • All retail open.
  • Hospitality open with no restrictions with proof of vaccine. With no proof, restrictions apply – 100 people max, 1m physical distancing, seated and separated).
  • All close-contact services open e.g. hairdressers, barbers, beauty therapist. Where vaccination certificates are not used face coverings for staff, 1m distancing between customers.
  • Scanning/Record keeping required.
  • Face coverings recommended but not mandatory.
  • Gatherings (private/church/marae) – no restrictions.
  • Event venues – no restrictions. Note: for larger events/gatherings, consideration of planning for a vaccine requirement if there is a move up levels.
  • All workplaces open.
  • All education facilities open.
  • All public facilities open.
  • No restrictions on inter-regional travel.
Reduce
  • Limited community transmission
  • Active clusters in more than one region
  • All retail open – with capacity limits based on 1m distancing.
  • Hospitality open with no restrictions with proof of vaccine. With no proof, restrictions apply – contactless only.
  • Record keeping and scanning will be required.
  • Close-contact services open – vaccine certificate required to operate.
  • Gyms – vaccine certificate required to operate.
  • Face coverings will be mandatory on flights, public transport, in taxis, retail, public venues, and encouraged elsewhere.
  • Gatherings (private/church/marae). No restrictions with vaccine certificate. Without vaccine certificate up to 50 people, based on 1m distancing.
  • Event venues – vaccine certificate required to operate.
  • All education facilities open.
  • All public facilities open (possible capacity limits).
  • No restrictions on inter-regional travel.
Restrict
  • Multiple cases of community transmission
  • Multiple active clusters in multiple regions
  • Action needed to protect health system
  • All retail open – with capacity limits based on 1 metre distancing.
  • Hospitality – with vaccination certificate will be able to open with up to 100 people, based on 1m physical distancing. With no proof, restrictions apply – contactless only.
  • Close-contact services open – vaccine certificate required to operate.
  • Gyms – vaccine certificate required to operate.
  • Scanning/Record keeping required.
  • Face coverings will be mandatory on flights, public transport, in taxis, retail, public venues, recommended whenever leaving the house.
  • Event venues – vaccine certificate required to operate.
  • Gatherings (private/church/marae). Vaccine certificate required, limit of 100 people, based on 1m physical distancing. Without vaccine certificate limit of up to 10 people, based on 1m distancing.
  • All workplaces open but working from home encouraged.
  • ECEs, schools, and kura are open with public health measures.
  • Public facilities — open with up to 100 people, based on 1m distancing.
  • Regional boundary restrictions will apply.
